November 2, 2013
The meeting was called to order at 9:00 AM. Present were Christy Smith, Mike Mohrfeld, Tony Taffar, Eddie Carson, Debbie Eblen, and Robbie Brown. Also present was Bob Bundy.
The minutes from the August 10, 2013 were presented for acceptance. Eddie Carson made a motion to accept as written, seconded by Tony Taffar, and the motion was passed.
Bundy Management discussion
Pool lights: Pool lights with two existing lights on building. Checked with DHEC, need to wait until reviewed and approved. Need to pick contractor. Eagle electric plus $40 for four lights, $4,390 total. Would all be the same type lights. The 6x6 wooden posts are not liked, but cost less. Mike Mohrfeld to look into finding alternative posts, and will call Eagle. Discussed direct bury vs. flange mounting of posts. Debbie Eblen made a motion to table moving forward for now, seconded by Tony Taffar, and the motioned passed.
Bathroom repair: 4” drain, tile, carried one foot up the bathroom walls had the old bid of $3500. New bid of $550 - $670, $365 for drains, so remodel total job is $1700. (Will ask about 18” up walls for better protection.) Need to get bids on replacing bathroom doors as well.
Workman’s comp: present insurance company saw no need for insurance, previous insurance company was consulted and held opposite view. Costs would be ~$600 per year for the coverage. What would this cover, what about volunteers? Bob Bundy will ask about these issues. Mike Mohrfeld made a motion to table action for now, Eddie Carson seconded, and the motion passed.
By-laws: The bylaws have been updated, but management agency language not added. Bob Bundy will add for Board review. Tony Taffar made a motion for a third party to look at the drafted language and then forward for Board review. Debbie Eblen seconded, and the motion passed.
Treasure’s report: discussion was held on pool servicing and trash pick up, now changed to once a week for the winter.
List serve: Discussion was held on using bulletin board, website, and email blast for board meeting notices and minutes. Mike Mohrfeld made a motion to send notices for board meetings using these three options, Tony Taffar seconded, and the motion passed.
Pool and landscape work contracts: Need scope of work (SOW) for contract preparations for next year. SOWs will be drafted and contracts setup for signature at year’s end.
Dock: Mike Mohrfeld has done some minor repairs, need to replace bumpers. “Dock rules’ are missing, but were posted at one time. (Damage to a boat was recently done due to misplaced crab trap.) Tony Taffar made a motion we find and adjust the dock rules, re-post, and send to list serve. Debbie Eblen seconded and the motion passed.
Codes: Four change proposals have been submitted and approved.
Causeway repairs: Bids are Nix $7200, Low Coast $9300, and (new bid) Atlantic Asphalt $6000. Extended discussion of causeway pipe history including: OCRM permit for 4 24” pipes, with one 48” pipe installed (no apparent change in permit before or after), no specific contract on work to be done, and erosion of fill around 48” pipe with its cutouts for water/sewage pipes. Robbie Brown made a motion for BAM to gather more specific information for Board review, and if a resolution cannot be reached prior to 12/7/13, the Board will reconvene that date to discuss further action. Debbie Eblen seconded, and the motion passed. Bob Bundy will send more detailed information for Board review and Robbie Brown will contact OCRM to see if further details on initial permitting for causeway modification can be found.
New Business
Termite/pest control: We have no current contract for pest control. Eddie Carson made a motion for BAM to schedule a termite inspection before further action. Mike Mohrfeld seconded, and the motion passed.
Road drains and responsibility for maintenance: Discussion on who is responsible for these, as there are several in poor repair on the island. (Recently damage was done to a boat trailer when drivers met near damaged grate.) Decision was reached that the road drains installed when initial paving was done were on the road right-of-way and we need to care for these. Later drains installed by home owners are to be maintained by them, and their additions/modifications should be approved as other modifications are required to be. Debbie Eblen made a motion to replace the damaged grates. Eddie Carson seconded, and the motion passed.
The next Board meeting will be on February 1, 2014 at 9:00 AM.
Mike Mohrfeld made a motion to adjoin. Debbie Eblen seconded and the motion passed.
