- Call To Order: The meeting was called to order at approximately 9:00am, by Tony Taffar. Present at the meeting were the following Tansi Village POA board members; Robbie Brown, Tony Taffar, Eddie Carson, Charlene Wentworth, Rodney Matthews, Russ Mixon, Bo Stillinger, Randy Eblen and Patty Miller with CCAM.
- Minutes: Tony Taffar asked if there were any questions on the draft copy of the minutes that were distributed from the April 23rd, 2016 Tanis POA BOD meeting following the Annual Member’s Meeting. There were no questions. A motion was made to approved, 2nd and a passing vote taken.
- New Business / Member Addressing the B.O.D.
- The Chair, Tony Taffar, asked the board if it was ok for a member to address us out of order prior to New Business, the board agreed unanimously that it was ok.
- Bruce Mead, acting a representative of many members, addressed the board with the request for the membership to be allowed to break up the assessment fee into two payments. One in January and one in July. He thanked the board for his time.
- Manager’s Report: Patty Miller went over the basic duties of the CCAM as the management company for the newer board members. She noted that not a lot has happened since the last meeting. The biggest issue she and CCAM are working on is the draining issue on the island. CCAM is looking for as “as built” survey of the draining system for the island. According to the county, most of the records for Tansi Village were destroyed in a fire back in the90’s.
- President’s Report: nothing to report this time
- Treasurer’s Report: Robbie Brown reviewed the report submitted by CCAM for questions. The sale of the lawnmower and the weed eater yielded $950 to Tansi. Patty from CCAM reviewed the difference between CASH and ACCRUAL methods of accounting. Review of the 2016 Budget was completed. Randy Eblen made a motion to approve the 2016 Budget, Bo Stillinger 2nd the motion and a vote was taken with majority approval.
- Committee Reports
- Pool:
- the pool codes have been moved over to Rodney Mathews and Charlene Wentworth; Christy Smith showed them how to do them.
- Once the new changes to the website have been upgraded, Randy Eblen will add in a Pool document that can automatically be sent over to CCAM for processing.
- In the past we have used volunteers for the cleaning of the pool bathroom, going forward we will need to look at other solutions
- Per Patty with CCAM, Patty’s Pool Service, our current pool contractor, can clean the pool area bathrooms.
- We will get a quote from Patty Miller and the board will vote via email regarding the cleaning service.
- Dock:
- Bo Stillinger reported that he added a table back on the dock head.
- All of the boards and lights we checked and found to be good at this time. Loose boards were secured.
- The floating dock is in bad shape. Two of the floaters underneath are in bad shape and have come loose.
- The floating dock will need maintenance this year.
- The life preservers have been blowing off, they need to be secured with bungies.
- Roads:
- Robbie Brown reported that the requested speed bump in place.
- A request has been made to put one more in down by the Henderson’s
- Codes:
- The codes have been turned over to CCAM.
- CCAM to provide the ARB application to Randy Eblen so that an interactive PDF can be placed onto the website
- Per Eddie Carson, there are a couple of open issues on codes. One is “tiny house” and one is a camper issue.
- Per Patty Miller the camper issue, is not our issue, the owners are just adhering to the Beaufort County codes are.
- If CCAM provides the form, the Beaufort County info can be placed onto the Tansi Village Website.
- Eddie Carson will send the Tiny House info to CCAM and they will contact
- Grounds:
- Charlene Wentworth reported that she had not done anything since CCAM took over the compliance on the grounds.
- Charlene also reported that she would be putting together a list of the people that can mow grass for hire so we can post on the bulletin board and on the website.
- CCAM stated that with the codes, they are not trying to interfere with the “Tansi Lifestyle”
- CCAM stated that the extra $200 is for the compliance officer
- Eddie Carson made a motion to remove the CCAM compliance officer at $200 per month, Rodney Mathews 2nds the motion and a majority vote was taken.
- Note: Eddie also stated at this time that he signed off on the waiver to sell for 168 Tomahawk Trail, that it had been held over from the previous board. [ this is normally part of the President’s report]
- Old Business
- Drainage Study
- The previous board had approved the expense of up to $3000 for a drainage study but because of the sea walls that had been built covering most of the out flows and the “as built” maps are not available this study is on hold for now.
- Eddie Carson asked that an email blast go out to gather property owner information with drains on their property.
- Robbie Brown has searched DHEC and asked Red Johnson for copies of the drainage system map, with no luck.

- Fee Schedule for Property Assessments
- The discussion opened with the discrepancy of 2 T lots equal 1 M Lot and should pay the assessment of a M Lot. It was brought to the Board’s attention that we may have inconsistent billing.
- CCAM will update the Assessment Fee Schedule
- Eddie Carson and Tony Taffar will go through all property assessments and look to see if we have any discrepancies.
- Degler violation letter
- After board discussion, Charlene Wentworth made a motion to dismiss the toilet in the yard violation letter. Rodney Matthews 2nd the motion and a majority vote to dismiss followed.
- 4th of July
- Will be celebrated on the 2nd
- Tansi will provide the main meal [lunch] and everyone will be asked to bring a side or desert
- Entertainment and Events will be Kids Entertainment, Karaoke Saturday Night, Adult Entertainment for Friday and Saturday.
- The meeting dates were set for the board meetings through the annual meeting. All meetings will be at the Tansi Clubhouse and begin at 9:00am unless otherwise stated. All meetings will be posted on website and Facebook page. The dates are as follows:

- The discussion opened up based on requests for splitting the assessment fee payments into two payments, the 1st in January and the 2nd in July.
- Rodney Matthews made the motion to move to two payments. Russ Mixon 2nd the motion. A vote was taken, majority passes the change.
- May vs Shall
- The discussion was opened from the concern at the annual meeting with the changing of the wording in the By Laws
- Rodney Matthews made a motion to change the “Shall” to “May” in section Article 3, Section 9 of the By-Laws, the motioned was 2nd by Robbie Brown. A vote was taken, majority passed the change.
- Annual Meeting Minutes
- Tony Taffer will get the minutes from Karen Boone for the Annual Membership Meeting so we can review at the next meeting of the board, June 11th.
- Survey Results
- Charlene Wentworth discussed the survey results at a very high level.
- Basically residents would like to see more events, such as Pot Lucks, Dinners, Dances, etc.

- Alligators
- Russ Mixon brought up that the Alligators in the causeway and the pond are a major concern. We do have tags from DNR is we need to use them.
- Open Discussion from the Members
- Deborah Dixon spoke on the following topics
- She thinks it will be a good idea to gather emergency contacts from all the people who live alone on the island to keep in the office.
- We [the board] needs to look behind the dumpsters, there are a bunch of signs that have been pulled up
- Nancy Maurer and Charlene Wentworth will update the bulletin board on the clubhouse
- Nancy Maurer requested that her husband should be able to go out on the dock in his wheel chair.
- The board stated that we are ADA compliant and that he can
- Tara Farmer spoke on the following topics
- Can we deepe the pond to help with drainage?
- Can we put a camera at the pool and the dock?
- She would like approval from the board to meet with the Postmaster at St Helena about replacing our mailboxes.
- This was approved by the board
- She would also like to trademark the sign / logo, add the word “Village” to the sign and have the sign lit at night.
- Randy Eblen is donating 2 Solar Spot Lights for the sign.
